Realidades de la actividad frutihortícola de proximidad a la ciudad de Córdoba : la agroecología como herramienta protectora de los territorios
Abstract
La Actividad Frutihortícola de Proximidad a la ciudad de Córdoba (AFhPCC) es la
actividad productiva que se da en espacios cercanos a la ciudad. Se pueden diferenciar dos
dimensiones de problemáticas asociadas. Por un lado, la dimensión agraria referida al tipo
de agricultura que predomina en el área: la agricultura industrial (AI). Y, por otro lado, la
dimensión rur-urbana referida a la relación entre las ciudades y las unidades productivas.
En este contexto, la agroecología (AE) surge como respuesta a esas problemáticas. El área
de estudio que se considera es parte del espacio donde se produce AFhPCC. Si bien, hace
50 años se consideraba que el área bajo riego y donde se concentraba la actividad
frutihortícola se daba en tres zonas delimitadas del área central de la provincia, en los
últimos 20 años la cantidad de unidades productivas se redujo. En este sentido, el objetivo
de este trabajo es analizar la AFhPCC con el propósito de comprender, desde la perspectiva
de los actores sociales que componen el territorio, el comportamiento de los sistemas
productivos con el fin de elaborar propuestas integrales que contribuyan al desarrollo de la
agroecología. A partir de una metodología cualitativa, se realizó la reconstrucción histórica
del territorio, se identificaron las entidades socio institucionales que forman parte de la
actividad (mercados, federaciones, asociaciones, cooperativas, reparticiones estatales,
organizaciones) y se describieron las problemáticas que la afectan: necesidad de
ordenamiento territorial, irregularidades en el acceso a la tierra, costo de producir,
condiciones de trabajo precarias. Además, se identificaron debilidades y fortalezas para el
desarrollo de la AFhPCC. Las debilidades se dividieron en dos secciones: cuestiones
vinculadas a las etapas productivas y opiniones/ideas en torno a la AI y AE. En cuanto a
las fortalezas, se identificaron aspectos productivos, de contexto y comerciales, y se
sistematizaron las intervenciones estatales diferenciando tres niveles de impacto: nacional,
provincial y municipal. Luego, en base a una metodología cuantitativa y a la
georeferenciación de 108 unidades productivas se definieron tres zonas de protección
agroecológica para el área de estudio y un foco agroecológico. Se concluye acerca de la
importancia de la AFhPCC para garantizar la soberanía alimentaria de la población.
The Fruit and Vegetable Activity in Proximity to the city of Córdoba (AFhPCC) is the
productive activity that occurs in spaces close to the city. Two dimensions of associated
problems can be differentiated. On the one hand, the agrarian dimension refers to the type
of agriculture that predominates in the area: industrial agriculture (AI). And on the other
hand, the rural-urban dimension refers to the relationship between cities and productive
units. In this context, agroecology (AE) emerges as a response to these problems. The
study area considered is part of the space where AFhPCC is produced. Although 50 years
ago it was considered that the area under irrigation and where fruit and vegetable activity
was concentrated occurred in three delimited areas of the central area of the province, in
the last 20 years the number of productive units has been reduced. In this sense, the
objective of this work is to analyze the AFhPCC with the purpose of understanding, from
the perspective of the social actors that make up the territory, the behavior of the
productive systems in order to develop comprehensive proposals that contribute to the
development of agroecology. Using a qualitative methodology, the historical reconstruction
of the territory was carried out, the socio-institutional entities that are part of the activity
were identified (markets, federations, associations, cooperatives, state departments,
organizations) and the problems that affect it were described: need for territorial planning,
irregularities in access to land, cost of production, precarious working conditions. In
addition, weaknesses and strengths were identified for the development of the AFhPCC.
The weaknesses were divided into two sections: issues linked to the production stages and
opinions/ideas around AI and AE. Regarding strengths, productive, contextual and
commercial aspects were identified, and state interventions were systematized,
differentiating three levels of impact: national, provincial and municipal. Then, based on a
quantitative methodology and the georeferencing of 108 productive units, three
agroecological protection zones were defined for the study area and an agroecological
focus. It is concluded about the importance of the AFhPCC to guarantee the food
sovereignty of the population.
